Advancing Data-Driven Decision-Making: Findings from a Multi-Country Program Evaluation

A global public health initiative has worked with governments in low- and middle-income countries to strengthen the use of data for policy decision-making. Since 2015, the initiative’s partners have provided training, capacity building, and technical assistance to support countries in disseminating and applying health data to guide public health actions. To understand the program’s long-term contributions and identify opportunities for continued improvement, an impact evaluation was undertaken.
Our Solution
Evidence to Practice conducted a comprehensive impact evaluation of the program. Using a mixed-methods approach and a grounded theory analytic strategy, including systematic data condensation, the ETP team assessed how the initiative has influenced data use for policymaking over time. The final report outlined actionable recommendations to enhance the program’s effectiveness and further expand data-driven decision-making at the national level.
